Rares at The Broken Shore can drop legendaries.

It came to me as a surprise as I have never read about that.

A guildie of mine looted a legendary from a rare at the Broken Shore, and just now I looted one as well!

So if anyone didn't know and wants to boost their bad luck protection, keep farming them rares!

Got Norgannon's boots from a rare as well. The demon on a ledge to the west of the dragons in Azsuna. Had it as a target for a WQ, not sure if that matters or not.

They also drop from the war supply chests, that's how I got my 4th

Unless something has changed, Legendaries can drop from anything that is lootable in Legion content. It has been that way since the beginning of the expansion, however, certain activities have a higher chance, and performing those activities increases your chance each time you don't get a legendary. Not a comprehensive list, but those activities include things like killing raid bosses/world bosses, emissary loot boxes/Legionfall War Supply chests, world quests, etc. I have heard others say that clearing each potential raid lockout each week will get you a legendary at least every two weeks on average. While I can't confirm that is the case personally, I did get three on one character within 15 days after doing a ton of raiding in EN, ToV, and NH. One came from the World Boss that spawned last week on Broken Shore, and two came from Legionfall War Supply Chests.

Pretty much anything you do in Legion can grant you a legendary.

Can yan also get them from the chests in the borken shores and the supply chests you get for trading in ressources.

I was really drunk the other night and logged in for a few minutes before I went to bed, and I got a legendary from killing a rare it was pretty nice

Looting a treasure chest while leveling can drop a legendary. EVERYTHING you loot can drop a legendary.
