The value of legendary depends on level of key you are doing. Just doing low 9 and below, it just makes so little difference you might as well go Shoulders and whatever you want. Cloak is ok if you are not perma spamming FoK.

If say you are actually pushing M+ up to close +15-20, then shoulders + Bracer wins, then swap out for boots on bosses. Values also change between tyrannical and Fortified. If you clarified what you are trying to do in M+ then we can give a better answer.

I find ring and shoulders work well, then swap ring for boots on bosses.

I heard that Cape + Shoulders are the best, because for the first few FoKs all of your AoE are Crit ones.

Anyway - I'm using Boots + Bracers for the boss fights and Ring + Cape for the trash.
