It has too little secondaries and esp as Aff that talent is not a big enough increase. Esp the faster stuff dies during execute the worse it gets. Secondaries are worth way too much at its current level it will have almost 3k less secondaries(since it has baby dick secondaries atm) which is over a 75k dps loss alone.

Ring is Definitely a dps loss, but it may shine in certain situations during progression where as a boss gets lower health the harder it gets, the last phase on Xhul for example. But then on farm the value would greatly decrease for those type of situations.

As the rings stand it's literally a DPS loss over no second legendary for frost mage.

The talents are called Splitting Ice and Ice Nova, they are clearly meant for cleave and AoE respectively. I think the design on the Frost Mage and Affli ones at least is alright even if they are not a pure single increase as they allow you to focus on specific things without being overwhelming.
