The best EU server for world PvP?

So basically I want to make a new character on a completely new server where the community that plays there focuses on PvP.

I know Outland is the best bet for Alliance and Stormscale for Horde.

But the thing is... Am I going to find world PvP on these servers? Since factions are completely not balanced there.

So what in your opinion is the best EU server for world PvP and why? Thanks for answers.

Defias Brotherhood RPPVP is balanced, but EU RPPVP servers have low pop zones means there is not much world pvp while leveling alt.

Outland had active WPVP guilds on both Horde and Alliance in WOD and MOP, now not sure, but still best bet is probably leveling Horde Rogue/Druid on Alliance populated server like Outland not for guild wpvp but for 2-5man wpvp in group with friends.

Go for a balanced server. Also dont forget, unless u farm at least heroic item levels you will get destroyed in world pvp(no templates).
