They are not 100% drop. They are subject to the same logic as other hidden skins attached to raid/dungeon bosses, so bad luck protection does apply.
You can be any spec with any loot spec.

Been in ToV twize now, with 10+ warriors in both, havent seen the skin parts, drop yet.
Hoping for better luck, next reset.
And yes, exalted with valajar, because you still need haft of the god king, from Skovald in HoV.
