What most fail to realise is that North Korea has been a shut-in country with very little to live on since the end of the Korean War. Any threat of sanctions and getting less is laughable to someone who grew up with nothing.
Let the people have a taste of what it is outside (and what a full belly feels like) so that they will be far harder for the party to control once you take that away again. Lift some sanctions, sell them as much food as possible and small items of luxury (what NKs would call luxury) and see to it that the people get it.
Once they are hooked on it you can now threaten Kim with the re-instatement of sanctions ...

A better strategy would be to lift all sanctions and embargos, send aid free of charge to the people of NK (regardless of where it ends at) and let NK prosper to a point where its people overthrow the dictator because he cannot play the "Evil West" card anymore.
