Again, that's not democracy if the goal of the system is to be "fair" to both parties. That's a fundamental misunderstanding of what democracy is, dude.

The change gives neither side an advantage, it simply gives the people a more direct voice. If that happens to benefit one side, then it's on the other side to figure out how to adapt. And if they can't compete, then that's kinda a personal problem for that party and its supporters.

You're approaching this with the primary focus on political parties, not voters. That's not how democracies work, and is a backwards approach to democracy.
