Help my frost DPS

When I run a quick sim it says I should be doing ~950k dps:

I guess the first question is it reasonable to get the same dps in game as the sim is showing?

When I fight against the raid trainer dummy I get about 790k dps

Is it correct to fire off ice-lance when it's lit up, or better to wait for N number of charges or some other buff? Not sure what else I can do to crank up my dps.
