More specifically he exists as a trope - his plot arc is there to prove the point that anti-authoritarian resistance always becomes tyrannical. His opponent, Batman, is extremely capitalistic and authoritarian - he inherited all his vast wealth, owns an insanely large amount of property, and even incorporated himself as a superhero.

Bane is the antithesis of that.

TL;DR - Batman would more likely be one of Trump's sons than an anti-fascist. He stands on the back of capitalism, his superpower is his inherited fortune, and he upholds the laws set in place by those in power without question or consideration.
