I bought overwatch when it came out on PS4 and I have various skins, voicelines and all the rest of it for several heroes.

Now many of my real life friends play the game but on PC, if I bought it on PC could I hook it up to my battle.net again and keep all of my stuff?

Yeah, the PS/xbox game is on a different server than the PC one, you can look at them as a completely different game, so there's no way anything would transfer over.
