As an outlaw rogue whats the best tree to start on? Im kind of confused where I should put my points in first. Do I go blood, iron or storm or do I look for what has the best traits in the 3rd tier?

You put "points" in by getting your weapon to a certain trait level first. So once your weapon has reached that minimum you can take the talent from the tier. You don't need to decide what relic first, it goes on the order of how they are on your weapon.

you will get +15 ilvl on your weapon, and be able to get a tier 2 trait on your blood and iron relic. Once you reach trait 66, you will get the final tier 2 trait on your storm relic. For each tier 3 trait, I believe it goes 69, 72, and 75 for each relic respectively.
