AK was always +30% per level.
Before Crucible and the Empowered Weapons, each trait gave like 0.5%-1% dps increase, and people grinded their brains out.
Now, each Concordance level means ~0.05% dps, while each Crucible point is worth 0.5%-1.5%.
So, every 3 levels you get the same as you got from 1 level at the start of the expansion.
Our ret paladin will be at 69 traits by wednesday, and I'm sure that edge will give him a little.. edge over somebody else. And that's why he grinds, that little edge. Is it worth it?
Is it worth to pick up a penny? For someone, it is, but if you make 150$/h you don't need it. Simple stuff, please grasp the concept.

1; ToS clear
2; Weekly M+ chest
3; Argus WQ's
3.5; be sure to get the rares/chests on your way, they quickly add up
4; Argus Invasions
5; Broken Shore AP WQ's (for every 4 you get an additional token)
6; Emissaries; I only do WQ's that reward AP
7; M0's with a good group
8; Daily Random Heroic
9; EN/ToV/NH Normal zerg
10; M+
It is designed so that person A doing 1/4th the effort of person B will still not be more than one month behind on the AP. So you can slack for weeks, and as long as you pull a little sprint towards the end (if required at all), you'll still end up in the same space as your guildie going tryhard.
