As maining Destro since Cata, I'd say the last time it was a good spec in PvP was 5.3/5.4, before they nerfed KJC when we could kite and still had other abilities before the prune like Curses, armors, and Fel Flame.
The whining melee kiddos got their way, because they didn't know how to use their tools and got aggro when a decent Destro would blow them up.
A Blizz dev had put out a statement that hunters were going to be the "niche" kiting class and that was it. RIP Destro.
Yeah I have heard that destruction warlock has changed quite a bit in Legion. I enjoyed Destro the most in WOTLK and MoP. In Cata it was still fun, but it felt like the spec lost a lot of its damage.
