Can I ask why have moderators if blatant harassment doesn't get dealt with?

Is anyone surprised? private server GMs can sell their powers to give players gear/gold/etc by typing some characters on their keyboard to make real money... this is a huge problem in private servers that has no easy solution. Only blizz avoids this drama since the GMs get a salary and quality control.
