Someone was saying that you have to do the 70 raids and kill certain bosses in order to do some of the 80 level raids. Is this true?
Will you need to do something to get attunement for a raid?

There are no more attunements for raids. Blizzard has been leaning away from those, as shown with no more attunement for BT/MH, and SSC/TK, and even kara

A friend of my mother who talked with Julias brother Michael who told her that he heard from a friend of his cousin...
NO, you won't have to do 70 content to raid at 80.
