Proc chance on seal of vengance?

I did some tanking today as retadin and found out some thing:
SoV procs off judgement, divine storm and crusader strike.

That means that as prot you should have no problem keeping the dot up on 3 targets at a time?

But most of all: What is SoV proc chance based on?

Proc chance is 100%. It procs on all attacks and weapon based special abilities (Hammer of the Righteous = yes, Consecration = no).

And since the duration of the SoV DoT is > the cooldown of Hammer of the Righteous, keeping SoV on three targets is effortless.
