Are we approaching a Solo Raid WoW Experience?

Now that Righteous Vengeance does a really bad version of deep wounds, do you think it is still PvP viable? I have 5 points in this, and I'm wondering if I should move those points somewhere else tomorrow (3.0.3). Anybody have any advice for me? Is this talent still viable for PvP, or is it doomed to failure and now i have to move my 5 points elsewhere?

How does this effect work?
The tooltip says something about taking 40% more damage or something.Paladins are Cool Now?
What happen to Kalgan?

Take your crit. Then take 40% of the damage dealt and apply it over 8 seconds.
