Jewelcrafting: Damaged Necklace, This item begins a quest

Found a item while killing mobs in zul'drak and it was labeled "this item begins a quest, requires jewelcrafting, (375). it had no lvl requirement and my JC is at 420+. Everytime i try to use the item though, it keeps saying "not high enough lvl". any thoughts on whats up with this. The item is uncommon quality and is labeled "damaged necklace"
