I'm 411 right now, and am about to be able to make special types of cloth. Is there a whole new specialization in WotLK? Or does it take into account what your old specialization was when determining if you get 2 or 1 of the cloth you're working on?
It takes into account your old one, same as BC. Have a look in wowhead for the locations of where to make the cloths, and yes, they do proc based on spec.
