Vindication procs on HotR

So... After having my last idea shot to hell, I am once again turning to thease forums for you to explore my madness.

Does vindication proc on three targets with HotR?
the applications of this for pvp and AOE tanking would be tremendous!
Imagine hammering three targets, proc vindication on two of them and judge the third thus decreasing incoming dmg by around 20%

I heard that it does not proc of divine storm, so I guess the chanses are small, but still, could someone test this?

afaik vindication can procc of everything. even excorsism

Vindication doesn't work well on mobs. Mobs are designed with very low stats, and then just huge increases to HP and damage and things like that.
