Frost presence changes in the upcoming PTR

Bonus Armor: The mechanics for items with bonus armor on them has changed (any cloth, leather, mail, or plate items with extra armor, or any other items with any armor). Bonus armor beyond the base armor of an item will no longer be multiplied by any talents or by the bonuses of Bear Form, Dire Bear Form, or Frost Presence.
Maybe I'm alone but I don't quite understand the changes. So armor increased won't be contributed from items? Or.. No, I don't understand these changes. Please somebody explain ???

There is a cloak that has a green armor number that's at nearly 500

That means it has 160ish base armor + 340 bonus armor and only the base armor is affected by frost presence.

so it will effectively grand 160*1,8+340 = 628 Armor instead of 900 Armor

To simplify Nye's statement...

If the item has the armor value in green such as:

http://www.wowhead.com/?item=31375

Then the new change will come into play.

99% of all the plate you will ever find does not have "buffed" armor. This change primarily affects druids.
