Darkmoon Card: Death, post-3.08

I've seen several people ask it in random threads, so I'm opening a thread dedicated to nailing this question: does anyone on the PTR know if they reduced the ICD of the Death Card when they also changed it from haste to crit?

According to comments on wowhead, it currently has a 45 second ICD, making the small amount of damage nearly worthless in comparison to much more easily obtainable [blue] trinkets.
