Not according to that rule, it doesn't, look at the syllables in carry and cosy; car-ry, co-sy. Different syllables, that do not sound the same. It however does rhyme according to Wikipedia it's an "oblique (or slant): a rhyme with an imperfect match in sound. (green, fiend; one, thumb)".
