Best pre-naxx off hand and raising hit rating

I need to raise my hit rating it seems to get the most from my dual wielding....What do I need to acquire to reach my cap or close to it...Also I havent won the roll on my needed mh and oh weapons so my question is....Whats the best off hand weapon to dual wield till I get my naxx gear.....Thanks in advance.....
