There is no specific rotation. Every fight is different. It's up to you to have to decide in that 1/100th of a second what spell is best. Because that can make or break a game. As a holy pally arena, I've lost a match because in that 1/100th of a second, I decided to try and stay alive 2 second longer, rather than bubble early and risk my DK not being able to kill the opponents, and I got unluckily crit then. You will have to break off your rotation at and random time just to stun or repentance someone. Once you have the pvp spec, Just do what feels right at the moment.

Yeah PvP is all about using all your tools for which ever situation calls for them. it's not a stationary boss with 3 spells that they repeat and announce before they do em.
Anyway as far as PvP goes for me there's two rules.
1. Your part of a team Pug or not. Buff, Heal, Cleanse, Protect your team.
2. Kill those friggin' Rogues.

I can't give the most effective rotation because i really just go in and hit my CD's.. (i'm bad ) anyway fairly soon I think we'll be opening up with Exorcism, Judgement, Divine Storm, Crusader Strike.
My spoon is something of a ladel, it requires you to at least stand under it while I drizzle you with the warm gravy that is my low-calorie knowledge and the subtle hint of oregano experience under my belt.

In PvE, for maximum damage output, you run into a situation where two abilities come off CD at the same time, or very nearly the same time, and you just have to make a judgement call on which one to use with higher priority.
Of course, using an ability triggers a GCD, so sometimes you'll wait for certain abilities to finish their CD even though you have another ready immediately. Again, this is based entirely on how much the GCD will interfere. If Judgement will be ready to cast in 1.4 seconds, and Crusader Strike is ready right now, I'll go ahead and use Crusader Strike, it's only .1 second off of Judgement. A lot of people would disagree with that, but that's what makes me so awesome, .1 second off of judgement is less DPS lost than 2.9 off of Crusader Strike.
Moving on, the priority for my damage against a single target is Judgement > Exorcism > Holy Wrath > Consecration > Crusader Strike > Divine Storm, and against multiple targets it's Consecration > Divine Storm > Judgement > Holy Wrath > Exorcism > Crusader Strike. That of course varies based on mana at the time and target hopping, keeping up a mana pool via Judgement obviously takes priority if you really need it, but if you're fine for mana, go for damage first.
In PvP, it's a lot trickier, I tend to hold off on Judgements if any of my stuns are near CD, generally I want to whittle them down with weaker attacks and save Judgement for the last hit, so that the healer is less likely to spam them with huge heals, and Judgement, being the hardest hitter, has the greatest chance of taking an enemy out.
dont use holy wrath in your rotation youll be oom soon. and it only work in naxx (for now)

Obviously you wont want to be blowing off your Holy Wrath cooldown in OS, VoA, or EoE, but honestly as cheap as mana comes for ret these days, you shouldn't really ever have a problem in PvE, and unless someone's making a point to run you OOM in PvP, it wont happen there either.
