u guys know what it is?

The thing you have circled and the mana tick are "Skurri" which is avaidlable to SCT (not sure about others)

On a side not Skurri looks absolutely horrible on high resolutions or large screens.

Looks like MSBT (Mik's Scrolling Battle-Text) with a non-standard configuration.

Hint: You can configure MSBT's scroll-areas as you like. Move them, change speed and direction, font, scrolling-style etc.

Most likely to be ScrollingCombatText, with the option: Show above character enabled.
