Target dummies are more useful for practicing and mastering a dps rotation than they are anything else.

big buff to melee haste in and/or the effect it has in 3.1 . Been said several times

I believe this has been stealth fixed, at least I went and whaled on a dummy and was getting full ticks (was the lvl 80 one not the heroic one).
