Personally I think pvp or pve, retadins should have both but if I were to choose between the 2 I'd pick fanaticism unless:
You're using seal of command which is guaranteed crit on incapacitated/stunned targets and/or you already have a truckload of crit. If you have no problem with judgment crits, then 25% more crit is overdoing it and the pvp damage of righteous vengeance could be better.

Doesn't PvP lean more towards burst nowadays? and Judgement is your biggest instant hit, so I would say it critting would be the most vital thing than a small DoT that will be healed through if they don't die fast.
It just sucks you have to give up one or the other to PvP though..

Take one point out of fanaticism and toss it in righteous vengeance. You only need the dot to force rogues to cloak and get more debuffs up. The crit loss from one point out of fanaticism isn't that huge.
I thought PvP was deflection instead of Benediction in tier 1? Because fights are short and all that. But I guess it won't really make a difference either way.

I really don't like the single point in RV since it breaks Repentance, which can really screw up a CC chain on someone.
