I know its just there are so many places i can use talent points to get a dps/tps bonus and judgements of the just is almost always overwritten reguardless. Totally and completly an opinion on my part. Maybe you do more heroics than I do, or you don't have other competent tanks with ya.

If you have the debuff being overwritten permanently, then you will generally have more tanks than the encounter requires. For example, 4HM, Anub, Faerlina, Noth etc.; the OTs will not be on the same mob as you all of the time; they will not be able to keep your mob and their mobs debuffed in all situations. Would you prefer more threat when you're miles above the DPS in terms of threat, or a bit more mitigation in many (or even some tbh) boss situations? Or are you claiming that competant tanks can keep the TC debuff up on all four horsemen at once? How can you have the debuff permanently overwritten without taking too many tanks in a general situation?
