as the OP said, read the patch notes much?

This ability can now only be applied to a single target at a time. It used to be front loaded on every player, one by each pally. That change was specific to Arena PVP and was a large nerf.

This is the method of healing for the new gear. 4pc set bonus is pure buff to this ability. It will not likely be changed again.

I dont realy think flash heal is casted that much in 3's and 5's. And by the time the cast is finished there is no garenty that the shield is up anymore, or that the target that your healing even has it on them. I think your overating this move a bit.
