Kologarn after IC, Then Hodir, Thorim, Mimiron, Freya, Vejax, yogg-Saron, then Algalon the Observer.
Keep In Mind
10 man Algalon requires full 25 man ulduar gear as he hits tanks for 38-41 THOUSAND damage on occasion. And he has a major aoe that hits for 98-100K+ Occasionally.
It'll be a long while before we get to algalon.
To me the order seems more like this:
Flame Leviathan
Ignis Razorscale
XT002-Deconstructor
Iron Council Algalon (although you can't reach him until you've done the hard mode quests)
Kologarn
Auriaya
Hodir Thorim Freya Mimiron Vezax
Yogg-Saron
*Bosses to the side of each other means kill them in any order
*You can probably leave any of the watcher bosses up and go straight to Vezax then Yogg for the Yogg hard mode.
Are Ignis and Razorscale even required? They seemed optional to me on the ptr.
I would imagine that the iron council, ignis and razorscale may end up being optional once your guild needs no loot from them anymore.
But currently its:

Iron Council
Kologarn
Auriaya - Mimiron - Hodir - Thorim - Freya (To me it seems u have move around Auriaya when she pats by if you want to give Hodir or thorim a shot, maybe not though since the trash isnts just lolaoe anymore)

Yogg-Saron
Algalon (appears able to be done at any point inside once you have the key)
I wonder how many bad guilds will be stuck on Leviathan.

Flame Lev, Ignis, XT-002 and Kologarn are very easy bosses (from personal experience), Razorscale is supposed to be easy as well. Kologarn isn't that bad, Iron Council takes getting used to but it's not bad once you get the control down (Think Fathom-Lord Karathress but easier to pull). From EU sources, Auriaya is free loot, and Thorim isn't that bad. I've done Hodir and Mimiron, both of which are hard. Mimiron is rediculous. EU servers say Vezax is very hard, and an appropriate second-to-last boss.

10 man and 25 man progressions are not intimately intertwined. 25 man gear will make 10 man hard modes easier, but making that mandatory would be a big "fuck you" to guilds interested in 10 man progression. While he will be made easier with 25 man gear, including hard mode loot, it will not be a requirement.
