Players immune to Mocking Blow?

I've noticed that Mocking Blow isn't usable in pvp anymore.

In 3.0 it did the damage but didn't taunt the player ofc, now it just says the player is immune to the spell and does no damage (btw i'm using the minor Mocking Blow glyph).

I didn't see anything in the patch notes about this, so was just wondering if it's a bug or if it's working as intended?

Does it say it does no damage in the combat log, or are you just looking at the things that come up on screen, because if you shattering throw on divine shield it comes up with immune but it still removes the shield.
