I would hope blizzard would have the foresight seeing as they don't want certain tank classes excluded from any one fight. But, this is Blizzard we're talking about here.

That being said if judgments of the wise or divine plea don't work then all ret pallies are screwed too.

all the mana gen abilites have lowered effect, i know shamanistic rage works but sucks. I would imagine pali abilties for tanking are fine

Other way around. JotW not only works, but gives you more mana back than it normally does.

However, your healing spells are severely lowered to make up for it.

On our 10-man Vezax I found that the following do not work at all (Holy Pally):

Illumination
Divine Plea
Glyph of Divinity
Runic Mana Pot
MP5
MP5 pots and flasks
Blessing of Wisdom
Judgement of Wisdom
Replenishment

Oddly, Dark Rune still works (not that it helps much)

Items that reduce spell costs still work, such as Glyph of Seal of Wisdom, Holy Light Libram.

Prevents mana regeneration from nearly all natural sources. Aspect of the Viper, Judgements of the Wise, Shamanistic Rage, and Spiritual Attunement remain at least partially effective. Also reduces melee attack speed by 20%.

I tanked General Vezax in both normal and heroic modes and mana is not an issue on this fight. I got mana restored from SA and Bosanc. Boss hits quite hard so I'm almost always on full mana.
Pursuit of Justice talent is also very useful on this fight.

just stand in the green shizzle for 6 stacks and your fine
also Jotw works and refunds 2100 mana back when judged tested it last night
