Question about hit Rating

Had a basic Question.
Has any thing changed with 3.1 that would change hit rating for elemental Shaman.

OR is it still the same for a Draenei

329 with no sp or boomkin
263 with either a sp or boomkin

and am i right to assume that this should be hit before any other stat such as spellpower, crit, haste

Nothing as far as hit rating changed with 3.1. Your hit numbers are slightly wrong though:

Shaman Spell Hit (including 3% from Ele talents):

Unbuffed with SP/Boomkin
Alliance 342 (13%) 263 (10%)
Horde 368 (14%) 289 (11%)


And yes, as a general rule, your primary goal is to reach hit cap before you start stacking SP or Haste. Keep in mind though when gemming/enchanting of goals you are trying to reach. I don't recommend fully stacking hit (ie. hit enchant to gloves, accuracy to weapon, etc) knowing that you will be getting or coming close to hit cap soon. Look at the overall picture, and not just what is right in front of you.
