Penance Glyph not full 2sec?

I was just curious why the Penance glyph doesn't bring down the CD a full 2 seconds. Is it working as intended? Is it a technical issue? Am I stupid and missing something? hehe...thanks in advance!

Actually, it does. But your talent brings the cd down by 20 %, which is 2 of 10 seconds, but only 1.6 seconds of your now new 8 second cd. So, glyph + talent reduces the cd by 3.6 seconds, while talent only reduces it by 2, and glyph only also reduces it by 2.

Glyphs are calculated after talents.
