Increases the critical strike damage bonus of your Mind Blast, Mind Flay, and Shadow Word: Death spells by 100%.

Is it because it doesnt have any effects on DoTs?

PVE is all about DPS so Shadow Power is a must. There are no better alternatives.

In PVP Shadow Power is often left out, because spriest crit change is low and MB & MF crits are rare against targets with high resilience. For PVP you can always find a good place for 5 talent points somewhere else.

I'd like to know who these people are that say no... it's an absolutely mandatory talent, no debate, no questions, mandatory.

If you didn't take the talent, crit would be a rather devalued stat and considering you can't get gear that is completely itemised for spellpower (ie. there is always ilvl points set aside for crit or haste or something other than 1 pure stat) you would never get an value from the gear options that are available.

Again I want to know why you think some people say no to this talent and I want to know who they are.

I agree with Strykzor, Shadow Power not affecting dots has got nothing to do with whether dots crit or not.

To the OP: yes it would be VERY nice it if affected dots also, but its still pretty nice without it.
