Holy Mending (T8 holy 2-set bonus) bugged?

Has anyone else noticed this HOT will only get applied to people above level 70?

Any idea if this is intended, and why it isn't in the tooltip?

I doubt its a bug, probably intended

Its the same with all buff type effects, Riptide, all druid hots will just down rank to the appropriate level for the player

Probably not bugged, druids cant cast lifeblooms on lower levels and druid hots and all buffs scale with target level.
