Need some help for my Gear

Hi, i currently have a problem with my gear (i know its not BiS)

Problem: I have Clockwork Legplates and Valorous Dreadnaught Legplates, and i dont know what to use. I know Clockwork Legplates are better but, i already am over-hitcapped and short on Expertise, should i ignore that an put Clockwork Legplates on or should i keep the Valorous Dreadnaught Legplates?

I would go for Valorous, til i got my hit down a bit and exp up, and then swap.
