    I would imagine that it will be like all other Metas, when you complete it you will get your Proto Drake. If you missed something in Winterveil yuo may have to wait until then to get your mount etc.

    While it doesn't follow the same precedent as other achievements that were removed from metas, it does follow the same design of the Headless Horseman's mount achievement ( http://www.wowhead.com/?achievement=980 ).

    Jade tiger was a chinese only pet, onyx panther is unknown source

    This is likely an update of harvest festival, which currently happens during brewfest so I wouldnt worry too much about having to wait to finish meta

    No, they're just bringing it in line with all the other boss-dropped mounts (Headless Horsemen, Baron Mount, Alar, ZG mounts, etc). Though the Brewfest mount has a higher drop rate than most, you can only get it during a few weeks every year.
