Hello, to start off.. I didn't find any threads that answered my question so ill ask myself:

The new herbalism change for 3.2
Lifeblood will no longer be affected by the GCD in patch 3.2 (Call of the Crusade).

Herbalism

* Increased healing from Lifeblood (Rank 6)
* Lifeblood now scales slightly with maximum health
* Lifeblood no longer affected by global cooldown
so.. "Now scales slighty with maximum health" any idea how high that % is?
Been on ptr, to test with my main.. wasn't into testing it accurate, but I got 21.6k health it healed around (if I remember right)
955 each tick (Now that is with 20% increased healing from my talent)
--

So..
3600 / 100 x 20 = 720 + 3600 = 4320 / 5 = 864 should each tick heal for.
955 x 5 = 4775 - 4320 = 455 more then base healing should give from talent & the ability it self. Now I suck at math..
but 455 more when I got 21.6k health equal to what extra %?
--
Edit:
I got 21644 health.
21644 / 100 = 216.44 x 2 = 432.88 extra health added?.
So I assume it is around 2%, but I'm almost sure it said 950+ each tick
w/o extra buffs..
Btw migth had an treeform druid close by, tho it was around 950 every time I tried (w/o buffs ofc)
Also.. not sure the 20% extra health gained increases the part that it scales slighty with maximum health.

Best regards Roar =)
