Most use WMV and Photoshop/GIMP afaik.

Imagery: Goblin Shaman in Skyshatter Tier Set
Also if you could tie in the Maryland flag somehow..would be perfect!
Colors: Blue Pallette to go with Skyshatter set.

When saving, go to File -> Save for Web & Devices. You'll keep the high quality of your signature, but the filesize will be a lot smaller. It's just a way to avoid pixely/blurry signatures, like the one that you posted.

P.S. That avatar is too large for MMO-C use. It's 23k, when the site only allows below 19k (if I remember correctly).
