Game Delay and Lag

I currently play with a average of 220-280ms, is this normal? I feel like its becoming more and more often i "interrupt" a cast only to have it go off anyways, or i cast a instant when someone is in line of sight from my point of view but not the games, this is the side effect of bad ping? reminds me of CSS

I live in the mid east and play on a west server so is the only reasoning i can come up with. I have talked to a couple people outside of the country who do better then the high 200's so it feels like something is wrong. if i transferred to a server closer to home would i notice a huge difference?

any suggestions? plz and thkus

Transfering to a server closer to your country would change things, otherwize you could switch internet provider. Check what your friends are using.
