It could be, or it could be someone slow on interrupts that blames hit rating for failing. Or someone who dual-wields and thinks they have to reach the 28% cap (I think it is) even for specials to land.

Considering that Vezax reduces melee haste more than 9% melee hit seems prette useless.
The only exception might be DW Warrios who have rage probs on him, cause of the reduced haste, but I don't think they do wear 2 1Handers anyway.
Makes me believe it's a Warrior (that DWs with 1Handers)

I never noticed that melee haste reduction. Heh learn something new every day.
