If you're going at it from behind, you'll want more penetration.

Hey nobody suprises me in this game anymore. Back in TBC I saw a Warrior in AV using the season 2 rogue maces(2.5 MH and 1.5 OH). Which was meh, ok, but wrong. Then I inspected his talents and he was Arms. 0 points in Cruelty and DW Specialization and was Axe spec. So please excuse me.

One answer the OP can use, the other 8 replies are... useless at least, childish at most ("From behind... i have to make a joke about Anal S**"!!)
and actually i believe it's 6.5% Dodge if you are attacking the mob from behind (!!<insert penetration joke here>!!), so you'll want 6.5% dodge reduce as Arms - which is 26 Expertise, 1 point in Weapon Mastery counting as 4 Expertise in this Case.

26 expertise with no talent enhancing/racials (6.5%). And its pretty important.
When you shoop da whoop, you feel powerful and don't want to lose it, and then a guy in plate armor comes and turns your woop against the shoop, hence, making you got laz0red.
