    libram of valiance still 100% uptime on ptr?

    Just wondering if anyone has tested this. I'm hoping it is.

    I read that post about what the gm said. They have been wrong before though. So that's why I was wondering about the ptr version. Or ghostcrawler confirming

    In a vanilla world with no buffs or talents, our new libram is worth 400 AP and currently has a 100% uptime on live. A blue post just went up about the shaman relic. Blizzard is buffing that relic to have an equal value(400AP) while still having a 100% uptime. 200Str with 100% uptime is intended.
