Electrifying Wind ofc ) no hidden CD and chance is 70% so that means its 100% up time

actualy 6s ICD, but since the buff lasts 12s its like there is none, but yes, wind

The Electrifying Wind Totem is a better upgrade but I wouldn't vendor the Hex one. Hex is better for high mobility fights or ones that elemental can't chain cast their spells (Hodir and Vezax come to mind) but that's if you want to really min/max your damage for boss encounters.
