Unable to move chat box

This only happens on my mage character and I've disabled all my addons, run the repair tool, but I still can't do anything with the chat box:

Are you able to mouse over the hidden general or combat tabs attached to the panes and make them active?

No I can't. I thought it was Prat messing up, so I disabled everything. I still don't know why there are 2 boxes.

I may be missing something but this is what i would do.

-Click on the tab above the chat window, and click on "unlock this window" (or something on the lines of this)
-Then you should be able to Click a drag the window on the bottom and move it into the the window on the top

This will hide the "bottom" window behind the "top' window but will leave the tabs there so you can click and switch between them

That's the thing, the tabs don't show up.

Did you turn off all addons under the 'all' tab or your mages tab?

Make sure "simple chat" isn't turned on. Just brain storming here.
If that isn't it, delete your WTF folder. If the problem persists, please reinstall World of Warcraft.

Have you tried hovering your mouse above it?

Knew it was that, I forgot about it myself numerous times as well.
