Actually, it's a revert of the scaling nerf from 3.0.8(?).
0.0837 * 0.7 (70%, 30% scaling nerf) = 0.05859 (which rounds to 0.0586), which was the coefficient before 3.2.2. I hope that's explanatory enough.

Seriously? Cats have to maintain savage roar in order for swipe to hit hard, and they require the mobs to all be bunched up a certain way with your primary target in melee range. A berserking cat can really tear aoe mobs down, but I never see them waste Berserk on mobs except for during trash pulls.
