Tier 9 S2 vs Tier 8 S2

Here's a question for all theorycrafters; does anyone have reliable knowledge whether the threat bonus from t8's S2 bonus is better or worse than the equivalent in t9 S2 bonus? Common sense might dictate yes but lets face it, common sense is not always present in the game. T9 does give a 5% dps bonus to BS and HS, but is it enough to be a better, or at least equivalent, threat generator than the rune strike bonus in t8?
