I posted it on WoW forums so none of that "well too bad Blizz doesn't look here". It seems like a natural consequence of the recent change to Dark Pact.

Perhaps I'm wrong and afflic locks just don't get this talent?

I don't really think it's necessary, but you're right in thinking that it's the next logical step ahead for that talent.
